Freon is too low. The problem could be two-fold - low freon begs the question of whether there's a leak. With engine out, black light test (ester oil glows) is probably easiest method to trace down leaks. You could use the extremely sensitive device that traces freon as well, if that's an option available to you. Otherwise, I'd say the suction throttle valve is a possible culprit.
